Installation error for Photoshop Elements 2019 on Windows 10: Captcha validation has failed

Hi,I am unable to install Photoshop Elements 2019 on my new Windows 10 machine. (I had no problems installing it on my old Windows 7 machine.) The error message I get is on the sign in page: >Sign In>You need to install the latest updates to Windows and/or your Adobe apps.   Learn more>Captcha validation has failed.The "learn more" link goes to: https://helpx.adobe.com/x-productkb/global/update-operating-system-and-browser.html My computer has Win 10 with all the updates plus IE11. The installation file I have for PE2019 is "PhotoshopElements_2019_LS30_win64". Any ideas?

if your win10 computer is 64 bit, install using compatibility mode (win7/sp1).
