Installation Error for PS Elements 2021

Question

I am getting the following error installing PS Elements 2021:
 
"The code execution cannot proceed because MSCP140.dll was not found. Reinstalling the program may fix this problem"
 
It doesn't

That is a Microsoft problem... Go to the Search bar at the top of http://www.microsoft.com/en-us/default.aspx to find and re-install the C runtime, or for ALL Windows help
