Installation Error - HDPIM Setup Process

I'm trying to install Adobe CC 2017 (The design bundle with Indesign, Photshop, etc.) The installation fails every time. A quick search in the log shows the following:

07/24/17 15:02:19:081 | [FATAL] |  | ASU | DeploymentManager | HDPIMWrapper |  |  | 5360 | The HDPIM Setup Process return code is (127).Stopping the installation process.

But i can't find this error anywhere online. This line appears multiple times in the log, and is the only fatal error.

uninstall everything cc including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html

then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

restart your computer (don't skip this)

reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud using admin account*

use the desktop app to install your cc programs/trials

*for info on how to use admin account, see solution 3 here, https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html

Didn't work for me. Did all those steps. still the same error.
