Installation error with Premiere Elements 2019 and Windows 10 Home

I recently purchased both PS Elements 2019 and Premiere elements 2019. PS Elements installed fine. When attempting to install Premiere elements, I continually get an installation error: " The installation cannot continue as the installer file may be damaged. Download the installer and try again"

I have downloaded this file 4 times now and have tried running as administrator, problem persists

Adobe support logged into my computer and after about an hour stated it is a Microsoft Windows issue

I contacted Microsoft who states it is an Adobe issue, try the forums, so here I am

I am running the latest version of Win 10 home, version 1803, OS build 17134.523 on a Vaio computer running at 2.5 GHz, 4.0 GB installed RAM, 64 bit system.

I have over 1.5 TB free disk space
