Installation Failed: Administrator Privileges are required to install

I let my CC license lapse for a while (probably 6 months?). Reactivated it, but I can't see apps. 

I then tried to uninstall everything (uninstall/reinstall for a clean slate), and it says I have supporting apps that require it.

I read forum, and tried Admin Rights. I load up CC using Admin Rights (right click the shortcut to reveal that option), but there is no difference.  See image below.

Windows firewall is turned off just in case.

Other issues seem to be Mac Based, but I'm running Windows 7.

Any ideas?

Sign out of your account... Uninstall... run the Cleaner...

-using the cleaner after uninstalling and before reinstalling is often needed

  • Even after logging out of the account, I couldn't uninstall
  • Had to use the Cleaner to force remove everything, but the log has an error (see below)
  • I ran CC Cleaner twice, once to remove the Adobe Creative Cloud, and again after a reboot.
  • Tried to reinstall CC - and it installed awkwardly: didn't show me anything for 15 minutes (not even a "welcome to setup") and then the PC randomly rebooted, and then CC showed up installed
  • CC still gave me the same errors above
  • I then tried to just install light room directly, and it error-ed out almost 40% of the way in saying a disk was missing (yeah I know...)

Still not sure how to proceed.  Any other ideas?   If it doesn't work I'm likely going to have to just cancel this and look at alternatives.

uninstall everything cc including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html

then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

empty your temp and tmp folders

restart your computer (don't skip this)

reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.

if you're unable to install the cc desktop app at this stage, use an administrator account (solution 3 here, https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)

use the desktop app to install your cc programs/trials
