"Installation Failed" Cannot Install or Update CC Apps

I attempted to update InDesign CC through the desktop app, and the following window appeared (instead of "installing" it said "updating"):

Next, I tried to update Photoshop CC and the same message appeared.

I have done the following steps:

1. Uninstall Adobe CC

2. Restart computer

3. Run Adobe CC Cleaner Tool

4. Restart computer

5. Install Adobe CC

When attempting to reinstall Photoshop and Indesign, the same error message pictured above appears.

I am using a MacBook Pro

High Sierra (v 10.13.6)
