Installation failure PS Elements 2027

Photoshop 11 was uninstalled from my Windows PC some time ago. I therefore purchased and down loaded PS Elements 2027. Following apparent installation the appm opened but all function potions were greyed out and non operable.

How do I get it usable - have I missed something?

Yes, I do mean Photoshop Elements 11. I have to admit I didn’t check minimum requiremeents assuming that a PC ready for Windows 11 should handle almostr anything. I haven’t yet moved on to Windows 11 from 10 (and may not do so until I have to). And yes, Creative Cloud is installed on my PC.
