Installation of Photo Elements 2018 stops installing and says it can't finish installing because another Windows Installer is running?

As you have mentioned you are unable to install Adobe Photoshop Elements 2018 as it quits giving an "another windows installer is running", I would recommend you to refer to the following help document to know how to close the conflicting processes: Close conflicting processes or applications interfering with Adobe Creative Cloud app update or install.
