Good morning,

first installation on pc (works) the second on mac is refused,

The serial number is read as an invalid number while on my account this same number is assigned to a single machine.

As far as I know when you buy on DVD you get both PC and Mac

When you buy via download you get one version

Photoshop Elements 2023 is not available on dvd or cd.

True. If you buy from Amazon you do get a prepaid keycard which you can redeem for both Mac or Windows downloadable versions. So how you buy it can still affect which license you get.
