Installation problem. Premiere elements 11.

So just picked up Premiere Elements 11.  Trying to install on my deskstop.  Windows 8, i7, 16gb ram etc etc.  Plenty of power to run this program. 
Disk loads, autoplay.  I select "install premiere elements 11"  select language, some windows install configure thing pops up,  runs a progress bar for a second,  and then this pops up. 

I click ok at the bottom, and nothing!  I've tried unregister/reregistering windows installer, tried a different admin account.  Im just at a loss of what to do now.

    Something on your system is preventing access to the Registry and the temp folders. What it is we cannot know. Also check your Windows Update. Such errors often appear when an update went wrong and damaged the installer...

    It only seems to be effecting Adobe Premiere elements 11.  I was able to install Photoshop elements just fine.  As well as a few other things since.  I cant figure this one out.  Obviously something is messed up somewhere, I was just hoping one you could help me figure it out.  Ive checked all the windows updates,  they all seem to be fine.

    Tricod, I am having the exact same problem.  And Photoshop Elements 11 installed just fine.  I've been on the Adobe Support Chat for several hours now, to no avail.  Please let me know if you find a solution!
