Installer failed to initialize

I have tried to re-install my old copy of Elements 11 on my laptop which had crashed. It goes through the process and right at the end I get a message 'installer failed to initialize - download Adobe Support to detect problem - this page does not exist... Any ideas?

    Please try to remove Adobe Application Manager using cleaner tool‌ and try to install the program.
