Installer says, " installer failed to initialize"

I had creative cloud on this computer... this morning computer restarted, and poof...it was gone.  Trying to reinstall PS.

Hi autolity,

Please navigate to C/Program Files(X86)/Common Files/Adobe/OOBE and rename it to OOBE.old. Try installing again and let me know whether it worked.

I don't see any files named OOBE in the Adobe folder except the .zdct files in the Adobe Acrobat folder. I also noticed there is an Adobe Illustrator folder in My regular Program Files folder (not the x86 folder.) Any ideas?
