The latest version of the Adobe Suite is unavaialble because I am cannot update my computer past Mac 10.10.5. Adobe CC 2017 is compatable, but I am unsure how to download it, and don't see the option.

Then it might be time to upgrade your computer and to make it more Future Proof switch to a Windows system.

Since last year, Creative Cloud only offers the latest and previous version.
The only exception is the corporate license.

In any case, macOS 10.12 and below have no future because Apple's support itself has already ended.

You say the only exception is the corporate license. Does this mean the Enterprise license for businesses?

Yes. With the exception of Enterprise only, which is offered up to N-2.
