Installing Adobe Photoshop Elements 12 & Premiere Elements 12 without a disc

I have previously installed both of the above items to a laptop via disc and that laptop is no longer working. I am trying to install them both to my new laptop that does not have the ability to insert a disc. I have tried to download via the website but when I do it completes the download but doesn't show up on my computer and also is not asking me for my serial numbers. I have the serial numbers to enter if needed. Any help in getting these downloaded without a disc to my new laptop would be appreciated!
