after it downloads it will not install the program.

SEAlaskfilmaker do you receive any specific error messages?  I would recommend also reviewing your installation log files for errors.  You can find information on how to locate and interpret your installation log files at Troubleshoot install issues with log files | CC - http://helpx.adobe.com/creative-cloud/kb/troubleshoot-install-logs-cc.html.
