Installing but programs won't open.

Hi,

 

I have unistalled and reinsntall my creative cloud twice on a new computer and everytime the programs do not open. I was assured: "Please be informed as you have purchased the product on one time purchase be assured you will no need to subscribe for the plan again." yet everytime I try opening one it gives me the option to buy. Not sure what else to do. I have downloaded it from my adobe account and still it does not work.
