I'm gettin this error message:

This software cannot be installed because the file system of the Setup volume is not supported.

Licensed version and is installed on my other MacBook but will not install on my 2014. Can anyone tell me what the issue could be with my file system?

Actually you just need to follow the steps from here:

Installing Creative Suite on macOS 10.12 (Sierra)

You most likely don't need to reformat or do anything to your drive.

Also you will need the Legacy Java 6 SE from apple:

Download Java for OS X 2017-001

Cs4 may or may not run to your satisfaction, since apple has changed or deprecated much of os code since cs4 was current.

Case sensitive drive formatting https://forums.adobe.com/thread/2296860 may be the problem

Is this correctable?

By wiping the disk you can correct it, but that still won't make CS4 compatible with up to date Macs. Part of upgrading Macs is getting all new apps, it's one of the joys of Mac ownership.
