Installing Elements 13 - infinite loop

I purchased Elements 13 and Premiere Elements 13 and went to install Elements from the DVD.  It asked for my Login/Passwd and

after entering them, the installer goes into an infinite loop with the 4 clockwise squares.  How do I get it to install?

    I have this exact same problem. I'm disgusted, I've never had a problem installing prior upgrades. Will try the above suggestions.

    I purchased directly from Adobe, and it gave me the choice of 32-bit or 64-bit install. checked my system, which is 64-bit, and downloaded that one.

    Please, Adobe, help us out. This is your problem.

    I tried all the suggestions and none of them worked.  But, I finally figured out a solution....

    Even though I had Admin privileges on my userid that I was trying to install from, as a last resort I logged on as Admin and tried the install again.  It finally worked!

    So, for those having similar problems, try installing Elements 13 and Premier Elements 13 logged on as Admin.  Hopefully, it will work.  I've never encountered this before with Adobe or any other software.

    The download version does the exact same thing.  After the download assistant runs and asks me if I Own vs. Trial, it asks me to login and then it goes into the same loop.

    I have validated my login by logging into Adobe using the same userid/passwd.  It works.

    I have disabled the anti-virus software.

    I am running Windows 7 Professional 64-bit.

    I have Elements 9 installed, but that is not supposed to be a problem.

    Any ideas?  Is there anyone at Adobe who can help?

    My suggestion is not to use the download assistant, but the offline installer from http://prodesigntools.com/photoshop-elements-13-direct-download-links-premiere.html

    Make sure you follow the Very Important Instructions on that page.
