Installing Illustrator CC on WACOM MOBILE Studio 16 Hanging

I am trying to install Illustrator CC on my Wacom Mobile Studio 16 with Windows 10.

When I run Illustrator_setup.exe a new window opens and the little spinny dots just spin forever.

I did not have this problem on my windows 10 desktop.

The only thing I have noticed is the window that opens shows the Microsoft store icon for a moment.

I do not remember this happening on my desktop.

Anyone else have a similar problem?

This sounds mire like a Windows problem than an Illustrator problem. I know that it is possible to restrict programs to Microsoft store, but I have no idea if that is the case here. Anyhow that would be a Windows setting.
