Installing older version of Elements

I am trying to re-install Elements 12 on a new computer.  I noticed a related discussion in the Forum:

Downloading Older Versions of Photoshop Elements

but unfortunately when I click the link to "Download Photoshop Elements 13, 12, 11, 10, 9, 8, and 7  it does not contain those older versions.

I would be willing to upgrade my license but am not sure how to do that either.
