Installing PE 2.0 on new computer Windows 8.1

I am trying to install my PE 2.0 on a new windows 8.1 computer. The installtion seems to go fine but when I try to start the program I get the message "could not initialize Photoshop Elements because the scratch disks are full".

Any suggestions on what to do?
