Installing Photoshop CS4 on new Windows 8 machine

When I try to run Setup.exe to install CS4 on my new Windows 8 machine, an error message comes up "The Installer Database is corrupt.  Please contact Adobe Customer Service."  I have already installed Lightroom 4, and it worked correctly.  What should I do?

    I tried Troubleshoot compatibility, Troubleshoot program, checked "This program worked in earlier versions of Windows but won't install or run now", chose Windows Vista Service Pack 2, clicked Test the Program, User Account Control asked for permission to run the program, checked yes, and the Installer Database Corrupt window popped up.

    CS4 was not previously installed on the new computer.  Elements was installed on it by the manufacturer, however, if that makes any difference.

    if you've had a cs4 (trial or otherwise) previously installed, run the cleaner (http://www.adobe.com/support/contact/cscleanertool.html) and restart your computer.

    then install using compatibility mode and running as administrator.
