Installing Photoshop Elements 13 Upgrade

I have purchased and downloaded Photoshop Elements 13 but I am unable to install it.  When I right click on it in my downloads file, I do not see Run As Administrator like my other downloads.

    Nobody can tell you anything without proper system info or other technical details. Also make sure you are actually downloading all parts.

    I am using Windows 8.1 64 bit.  Probably the best thing is just have the CD mailed to me and install it that way
