Installing Photoshop Elements 2021 MSVCP140.dll not found

And

VRCRUNTIME140.dll npt found

My old version Elements 2018 is now also not working with same problem

Hope there is a solution ?

And a solution to recover 2018 version the data

That is a Microsoft problem... Go to the Search bar at the top of http://www.microsoft.com/en-us/default.aspx to find and re-install the C runtime, or for ALL Windows help

I have downloaded the Microsoft fixes but cannot install them on my win10 because there is a newer VC++ application. If I delete it, I don't know how to replace it. But, meanwhile MSVCP140.dll and vcruntime140.dll are missing and the Adobe software I just bought will not install on my new computer that I bought just for photoshop. Not a programmer. Nightmare!
