Installing won't work, running out of ideas

I can't download Creative Cloud on my Mac past 42% it never goes any where. I have run the uninstaller, the clean tool and retried several times it doesnt help. I have tried the process where you navigate through the library folders and delete a file(file was something like OOBD but I cant remember for sure). I have tried running a new administrator account and that doesn't work. I have tried doing the CC bypass and just downloading InDesign but that either doesn't get past 3% or I get an error saying another installer is running when its not. Please help, this has been on going for almost a month and I am getting behind on my homework.

do you see both logos?

if you can and still see a connection error, white list the adobe network endpoints, https://helpx.adobe.com/enterprise/kb/network-endpoints.html
