Intallation stalling

Creative Cloud Installation stalls on my older mac which is running OS 10.13.6. I have uninstalled all older versions, and I've run the cleaner tool multiple times and restarted many many times. Any ideas?

the problem is with the cc installer, not an adobe app like photoshop etc, correct?

 

are any adobe apps (eg, photoshop, acrobat etc) installed?

 

what problem do you see when trying to install and if the problem is the installation freezes for hours, at what % does it freeze?

Yes. With the cc installer. It stalls at 7%. I tried again. It gave me a 207 error message which is about internet connection. I think I need to contact my internet provider. They have been working with power poles on my street lately and has been iffy. Thank you so much for trying to help.
