international usage of US adobe cc plans

I would like to purchase the Adobe CC Photography plan , but in India , it is only possible using a credit card. I have PayPal as well as a debit card but no credit card. I need to know whether a 9.99$ pack which I purchase from the US can activated and used in India ? if I have any other options compared to this , please do enlighten me.

The purchase must be completed in the country in which you live.  You cannot buy in another country with the intent of using it in your own.
