I can't find Encore in the creative cloud that I thought included everything Adobe offers. I'm using adobe premiere pro CC 2017 and I don't see Encore as part of that software either. Where do I get Encore or what software has it? I need to be able to author DVD's with menu's and I would hope Adobe still has the option to produce professional looking DVD's. Thank you.

This myth has never been the case. The Cloud essentially replaces what was sold as the Master Collection in the Creative Suite days.
The Cloud is a carefully packaged collection of apps - but definitely not everything that Adobe offers (no Captivate, no Framemaker etc).

Encore finished at CS6. There is no Encore CC. Adobe decided that the future of video distribution is online.
To download Encore CS6 you must download and install Premiere Pro CS6. Encore CS6 is installed with Premiere Pro CS6.
