Is it possible to install, license and use Photoshop and Premiere Pro (CC versions) in systems permanently disconnected from Internet?

We have military systems without any internet connectivity at all where we would like to use these products. License activation via phone or export/import of license files could possibly be acceptable but not preferred.

Are there any important limitations to be aware of it it can be made to work?
