Is PDF Expert not included with Creative Cloud?

Is PDF Expert extra? It's asking for license. I used to be able to edit PDFs with Acrobat Pro.

PDF Expert appears to be a 3rd party app for Mac only.  So to answer your original question, no it's not included in your CC Plan.  Go to  the Apple Store.

The  Full Apps Creative Cloud Plan includes Acrobat Pro DC for editing and creating PDF files.

I've never heard of PDF Expert.

PDF Expert (software) - Wikipedia

If it is this PDF Expert than it is not included as is a third party program. Not all programs working with PDF data is an Adobe product.
