I contacted Adobe AdobeHelp.Care by email and I will update this post when I have more information.

beware of email. triple check that the email reply address is an adobe.com domain.

use a browser that allows popups and cookies and contact adobe support by clicking here, https://helpx.adobe.com/contact.html?rghtup=autoOpen
in the chat field (lower right), type AGENT
be patient, it can take quite a while to reach a human

I think this is not compatible with the latest MacBook Me running Ventura 13.0
