Is possible to get illustrator, photoshop, indesign, xd and aftereffects offline installer?

I am a friendly person and I do not suffer carelessness. My computer is a bit old but worked fine until the 
last update. The latest "security" update uses up all my cpu and can't work. I use little things and don't
need a million syncs on my computer. What's more, when you close all the CC programs, the sync
happily goes on and I have to turn this crap off by hand all the time. Great right? In the end, the long
talk is whether there is any way to use your programs offline, to install offline. Care is needed. Every
bit you steal from me, my data and disk space, consumes the world's resources. Im sorry about my
english, this is not my native language.

You can get an offline installer, but the apps won't run offline. Not the same thing at all. And the offline installer will still install the CC support programs it wants/needs.

you can get direct download links from adobe support* (and uninstall** the cc desktop app).

be patient, it can take quite a while to reach a human
