is the 10$/month Photoshop a cut down version of 20-25$ one ?!

Im confused by the offer at 10$/month incl. Photoshop
 
& the offer at 20-25$/month
 
is the cheaper package including Photoshop a reduced performance version ??
 
(I am interested to perhaps sign up for PS....but I dont want to pay 10$ & then find I have a lower power PS & it wont what I need...but have already paid phps for 12 months

Can I sign up for the 10$ option....or must I buy via Spain....at I think a higher price ? &#128542;
