There might be a way but I don't think anyone here will be recommending any vendors - too chancy.  You might try buying it from someone who has it but has moved on to a newer version, though they might not want to part with it if it is part of an upgrade progression.

In any case, this forum is not for helping people to purchase software, so you might try another forum... maybe try one of the Premiere forums...

Nobody will sell you a legacy version that he paid in full for less what a current discounted S&T edition would cost. Simply look into other non-Adobe programs like Vegas LE or Edius LE.
