Issue Launching Photoshop–“Some of the application components are missing from the Application dir

I am encountering an issue when launching Adobe Photoshop from the Adobe Creative Cloud Desktop application. After installing the Creative Cloud package and attempting to start Photoshop, the following error message appears:

“Some of the application components are missing from the Application directory. Please reinstall the application.”

Please note that all other applications within the Creative Cloud suite function without any issues. Below are the details of the workstation where the issue occurs:

Processor: 11th Gen Intel(R) Core(TM) i7-11700K @ 3.60GHz

Installed RAM: 16.0 GB

Graphics: NVIDIA Quadro P400 (2 GB), Intel(R) UHD Graphics 750 (128 MB)

Storage: 477 GB SSD (Netac NVMe 512 GB) + 932 GB HDD (Toshiba HDWD110)

System type: 64-bit operating system, x64-based processor

Edition: Windows 10 Enterprise LTSC

Version: 21H2

Build: 19044.6456

Could you please advise on the proper resolution steps or confirm whether this issue might be related to compatibility with Windows 10 LTSC or the Photoshop 26.x release? I wold like to add that same issue is happening on macOS.

I found a solution:

The issue was caused by my Creative Cloud being set to my native language, which Photoshop apparently doesn’t fully support. I changed the default install language in the Creative Cloud Desktop app to English (International), and that solved the problem.
Here’s how I did it:
Go to the three lines in the top-left corner → File → Preferences → Apps tab, then under Installing, set Default install language to English (International).
Everything works perfectly now.
