Issue with a General Company used Adobe Account

We have a general Adobe Account used to load Adobe software for different end-users.  We need to allow those end-users access to the software purchased for them, but we don't want to allow them access to the software that wasn't purchased for them. 

Is there any way this can be done?

    Yes assuming you have purchased a volume license this will be possible.  You will want to contact our volume license team to work with them directly to set up Deploy-to IDs with the software you want available to those accounts.
