Issue with installing Photoshop Elements on a new computer

Hello all.  I got a new 2 in 1 laptop and am trying to download Photoshop Elements 15 on it (I have a copy on my old laptop that I will be deleting).  I keep getting an error message from Adobe saying that I need to quit installer because it was detected that I needed to restart my computer.  I have done that a couple of times and nothing is working. 

Has anyone else had this issue?  Any idea how I resolve it?  I'd like to get it on the new laptop so I can factory reset my old one to donate.
