Kobo issue

New kobo. Can't seem to get digitaleditions on unit. Can't access local library. When I am on the internet it tends to flicker alot when you try and move stuff around. Don't know if this is usual or not.. Just want to get this working or it goes back.

It seems to be installed on my PC and labtop.
