layers

I duplicated the background layer to make edits to a photo. I named the dupliacte layer flyaways and started editing the flyaways out of the photo. When I went on to the FS layers  and completed those ( these FS layers are on top of the background layer and the flyaway layer.) I found that the unedited flyaways was still showing. Why is that?
