Licensing * .ai files

Would it be legal to create a program that exports vector graphics to the * .ai format?

Only Adobe Illustrator can reliably generate ai files, but there are that can also be generated with software from other manufacturers.
It seems that copyrights will not affect data that cannot be executed by itself.
