Lightroom 5.2 install extraction error

I've spent almost 2 hours attempting to install Lightroom 5.2 Steps to repro:

Windows 8, Lenovo Carbon X1, out of the box. Norton Firewall/Antivirus disabled.

Downloaded Lightroom installer from location specified. Browsers tried: IE10, Firefox 25.

Ran the installer extractor and let default extraction destination stand (Desktop\Adobe).

Expected: extraction complete

Actual - Error received: "A problem occurred while extracting some files. Check available space on your computer and the write privileges on the destination folder."

I am logged in as an administrator, and there is over 100GB free on the machine.

right click the installer and click "run as administrator".

Received same error.

try extracting the files on another computer, copying the extracted files to a usb stick or external harddrive and then loading the extracted files onto your problematic computer.
