Lightroom 5 do no start. It show as 'Configuration Error' and 'Error: 5'. (PC / Windows 7)

I install Lightroom 5 on my PC but it fail to start. I re-install it multiple time already but this error still keep happen.
When I try to open it I'll get message box Error:5 and suggest to re-install the program which I already did.
