I bought the student/teacher edition of lightroom 5 from Best Buy about a week ago but my current laptop's operating system is not compatible with it. I am planning on upgrading within the next few months. Is there a time limit on activating and sending in my proof of eligiblity? And will I be able to continue using it even after I graduate?

There should not be any time limit for activating the product.  I can only speak for myself but I'd recommend getting the eligibility matters settled as soon as possible.

For details regrading the student/teacher provisions you can refer to the following information page:

Can I submit my proof even though I cannot install the program yet?

Yes, I don't see why not.  I would have thought that you need the proof confirmed before you are allowed to activate the software.
