Lightroom 6.14 does not run after a new installation from original CD

I have an existing Lightroom 6 license for PC bought 2017. It ran on this PC (Win10/64 with all updates) until end of 2021.

I have recently newly setup this PC (Win10/64 with all updates) and installed Lightroom 6 from the original CD. However, it does not run.

When I open the program, a window pups up that prompts for a login to Adobe suggesting my correct Adobe ID, but if I click continue, then the windows informs me that the login is not allowed because it my operating system and browser are not supported anymore and I need to update. However, the OS and the browser (Chrome) are up to date. I am hung in this loop; the only way out is to cancel.

A separate login to my Adobe account from my browser shows that the Lightroom 6 license is registered with the correct software key.  

Please advice how to run my standalone Lightroom 6 on my PC?  

FYI: I have also a licence for Lightroom Classic on my other PC but I also want to use the Lightroom 6 licence for my second PC.

Two ideas that MAY work to install and/or run old programs in Windows 10 (and MAYBE Windows 11 ?)
-RIGHT click the program icon or EXE and select a compatibility mode in the pop up option window
-and/or select Run as Administrator to assign FULL Windows permissions

YES - "Run as Administrator" worked nicely. .
