lightroom 6 CC wont install on windows 8.1

Hi,

Tried to load lightroom 6 from a purchased download license from officeworks in Australia.  I have windows 8.1 and plenty of HD room.  Error comes up after downloading :  Light room.Exe - system error.  The program cant start because api-ms-win-crt-convert-I1-1=0.dll is missing from your computer. Try installing the program to fix this problem..

After 3 re installs and 5 hours I need some help please.

FYI

I installed Light room 6 onto my crappy old windows 7 laptop no problems.

Help please
