Lightroom and Elements won't open due to missing MSVCR110.dll

I am using both Lightroom 6 and Elements 14.

I have just upgraded my computer to windows 8.1.  Now when I try to open either of the programs I get the message that the file MSVCR110.dll is missing and cannot start.  I have tried re-installing but it makes no difference.

I have installed an earlier version of Lightroom (5) which I have on a CD and this works OK.

Can anybody help please?
