Lightroom and Photoshop in unending loop

I now have an unending loop that immediately starts after opening Photoshop CC, Lightroom Classic CC and Lightroom CC.

A blank popup window opens and a momentary launch indicator spins.  If I X out of the window, the apps close.

A call to Adobe support produced no results.  I uninstalled all apps, preferences, etc and reinstalled directly from Adobe site and get the same results.

Reinstallation only asked for my login and password, not security codes (as I've seen on other forums).

Have not seen this issue and have been running CC for over 2 years.

Running the latest Win 10 Pro.

Anyone have similar situation?
