Lightroom install from website?

About 2 years ago, I purchased from Best Buy the Photoshop Elements 10 program. It contained a disk that also was a trial for Lightroom 3. At that time, I was not interested in Lr-3, but last week I decided to install it from the disk, because now I was ready. After I sucessfully installed the trial disk, I was immediately upgraded to Lr-3.6. Today, I bought and downloaded the full version of Light room, now Lightroom 5. Payment was accepted, and the download was complete. But when I click on the exe file in my downloads, the program will not install, or even begin to install. What am I doing wrong, or what is the resolution to this problem?

    if you're using windows, right click the setup file and click "run as administrator".

    Thanks....I tried that, and the mouse pointer changed colors like it wanted to do something, then it reverted back to its regular normal green and nothing happened. Any other suggestions?
