Why isn't Creative Cloud for individuals available for people in iceland? and only available highly overpriced from reseller?

Hello.
Since the user community members are also one user, I do not know why it is not handled, but since Iceland is only handled by resellers, Creative Cloud can not purchase an individual license directly sold by Adobe .
