LR already installed, do I reinstall with new CC account?

I bought Ligtroom 5 a few months ago as a download version. I am now running 5.3.

Today I joined the Photoshop Photographer deal- LR & PS for $10 a month. Do I need to download the LR app through Creative Cloud?

no, leave it. you bought a perpetual license and it makes no sense to convert that to a subscription.
